Cookie's Tips - Level 117 - You can only get bubbles up next to the locks if you clear all the bubbles from under the infection first.. Some people leave one bubble under and still do it, so try both ways to see which is easier for you. Once you've cleared them the bubbles will slide up over the infection and will easily reach the locks.
